The operation of commercial vehicles creates risk at any time, but how does that risk change when those vehicles are being operated in privately owned locations? This form of activity, often called ‘yard shunting’, may be undertaken by drivers with different skills and qualifications from normal road going operations. It often raises questions around the legal implications and health and safety responsibility, and has its own specific risks that operators need to think about and plan for.
