The cold chain is crucial for the UK economy and society, ensuring the safe transportation of perishable goods, including food, pharmaceuticals, and horticultural products all the way from producers to consumers, minimising food waste and maintaining quality. This briefing explains why the government needs to recognise the industry as Critical National Infastrucutre.

With cold chain not adequately represented in government risk planning, the UK public’s access to crucial products has repeatedly come under strain in the last 5 years and the risk is growing.

A major factor in the absence of resilience planning for threats to cold chain is the cross-departmental nature of the sector. Food, pharmaceuticals, refrigeration, logistics and energy are all underseen by different Westminster departments.

Although this briefing contains a number of specific policy recommendations for safeguarding the resilience of the UK’s critical cold chain sector against growing threats, there is an overarching requirement that sits at its core.
